LQF - THE NHS LEADERSHIP QUALITIES FRAMEWORK
The NHS Leadership Qualities Framework (LQF) was launched in October 2002
by Sir Nigel Crisp and has been developed to reflect the NHS culture and to
provide a common language and approach that is relevant to all those working
in a complex service. It allows for flexibility and creativity in its
application and enables a focus of self-awareness and also captures the
current context of an NHS that is undergoing major cultural change and it
can be used at individual or organisational levels.
The framework is evidence based and has been created following
substantial research tailored to the specific needs and the environment of
the NHS. A summary of the research is available at

How can I use the framework?
Staff in leadership and management roles can use this framework in two
ways: they can self assess their skills and competencies against the
qualities; or undertake a 360º assessment process, with up to 12 people
assessing their leadership capability.
The 360º assessment tool has been developed for the NHS Institute for
Innovation and Improvement by RightCoutts and includes features such as the
facility to set personal target levels for each quality defined in the
framework.
About the 360-Degree Assessment Tool
The NHS Leadership Qualities Framework identifies 15 key personal
qualities for leadership excellence in the NHS. There is a LQF 360-DEGREE
assessment tool which supports:
• Individual, team and organisational development
• Measures leadership qualities broken down into detailed behaviours
• Ability to set individual target levels against the leadership qualities
• Rating scales are used to show perception of how often leadership
behaviour occurs
The 360-degree technique involves the systematic collection of performance
data on an individual (the participant), gathered from a variety of useful
sources (the raters) in a confidential manner. The raters will normally
include the participant's line manager, peers and direct reports. They will
often include other individuals, who may not be peers or direct reports, but
who are people the participant still works closely with, or colleagues from
other organisations. The choice of raters in any particular case will tend
to include those who have had enough regular contact with the participant to
be able to observe and assess his/her behaviour at work.
Because each rater offers a different perspective on the participant's
skills and abilities, the resulting appraisal provides a well-rounded and
complete (hence '360-degree') picture of the participant and his/her
strengths and weaknesses in assessed areas.
Each participant has a two hour feedback session with a trained facilitator.

Who do I contact to provide feedback?
Only those facilitators who have been trained in the use of the new LQF
360º tool are eligible to provide feedback. The aim of the register is to
ensure that all feedback relating to the NHS Leadership Qualities Framework
is delivered by accredited facilitators. To choose a facilitator from the
national database please visit

You need to identify someone from the facilitator list and phone them to
ask them whether they agree to deliver your feedback. This is dependant upon
their normal working commitments and it is at their discretion whether they
agree to give you feedback.
